用remi源下载php7，但是结果却显示“Cannot allocate memory”不能分配内存，什么意思？

我猜想可能是这个网址的原因，在官网上有这么一段：
红框中说rpms.remirepo.net限制了带宽，不要用这个网址下载。截图中左边有很多网址,可是那些网址找不到php，是我没找到？请大家帮说明一下怎么弄？
我遇到过这个提示，当时的解决方法是添加了虚拟内存。然后就没有问题了。
内存不够了，试着把nginx,mysql和一些无用的进程先停掉，等php装好再启动
