start-stop-daemon --background 无法启动程序

  start-stop-daemon --start --background --pidfile $PIDFILE --make-pidfile --user $DAEMON_USER --chuid $DAEMON_USER --exec /usr/bin/php a.php 

a.php内容仅仅是 sleep5秒后 创建一个文件， 如果加上--background参数， 文件不会创建

不加该参数， 文件会被创建，但是不能后台运行， 也就是说终端中需要等待。

暂时不清楚为什么， 求解。
