centos7 如何重启 vsftpd ？

问题

安装了vsftpd，发现使用systemctl stop vsftpd，还是可以匿名登录FTP。
然后修改了vsftpd.conf 禁用了匿名，但是无法重新启动vsftpd，然后还是可以登录FTP。

[root@niche vsftpd]# whereis vsftpd

快要崩溃了，配置vsftpd 配置了三天了。还是无法成功。
连重启都无法重启，为什么那么多人推崇这个

而且

我重新安装 vsftpd，然后查看 systemctl status vsftpd，提示是。但是这个时候却还是可以登录vsftpd！

Yum安装的就用service vsftpd restart就好了，其它的不清楚。
